Down-payment assistance can change the cash you need for a home purchase, but a large advertised number does not tell you whether a particular buyer and property qualify. If you are exploring Chicago or the suburbs, start with the program's geography, the form of assistance, and the application process. Then have the lender or program administrator confirm how the rules apply to you.

Two official starting points

The Illinois Housing Development Authority's homebuying-program page currently describes Access Home assistance of 6% of the purchase price, capped at $15,000. It is a deferred, interest-free loan rather than an unrestricted cash gift. Repayment is generally tied to selling, refinancing, or paying off the mortgage. Eligibility includes income and purchase-price limits, homebuyer education, occupancy rules, and lender approval. Review the current program with an IHDA-approved lender.

For a purchase within Chicago, The Resurrection Project's HomeGrown page describes assistance of up to $70,000 for eligible purchases, with amounts depending on household income and property zone. Funding is limited and approval is not guaranteed. As checked October 20, 2026, the administrator reports high application volume and longer response times while applications are reviewed. Do not plan a closing around an assumed award or response date.

Do not assume Chicago programs apply in the suburbs

A property with a Chicagoland mailing description is not automatically within the City of Chicago. Confirm the actual municipality and program boundary for the exact address. If your search includes Matteson or Plainfield, ask about programs available for those locations rather than assuming the Chicago HomeGrown rules carry over.

Ask these questions before relying on assistance

  • Is the assistance a grant, a forgivable loan, a deferred loan, or a loan with monthly payments?
  • What happens if I sell, refinance, move out, or repay the first mortgage?
  • Which household members and income sources count?
  • Does the exact property address and property type qualify?
  • What buyer contribution, education, and lender requirements apply?
  • Can this program be combined with another source of assistance?
  • When must funds be reserved, and what confirms that reservation?
  • Which remaining costs will I still pay myself?

These are questions for the lender or program administrator, not a checklist that automatically establishes approval. Different programs can answer them differently. Ask for the rules in writing and keep the explanation with your financing documents.

Keep your home search connected to your financing

A useful sequence is to discuss your comfortable payment, review financing with a qualified lender, confirm program options, and then refine your search. If the approval depends on a particular property type or location, make that part of the search criteria. A home that looks affordable on price alone may not fit the final payment or program rules.

Assistance also does not replace a full budget. Review down payment, closing costs, taxes, insurance, association dues, and the cash you want to retain after closing. Our buyer budget tools can help you organize assumptions before a lender confirms them.
